What is the meaning of Non Job?

Some people said that Non Job is people without work or unemployment or joblessness

Some people said that Non Job is people who work in one department but still does not have job or task.

But nowadays some people in Indonesia especially we who work in Local Government said that Non Job is people who previously has position in one department but now remove by Local Official (in Indonesia we know as Bupati/Walikota) from that position.

In practical I have my own experience about this.

Working at Public Work Department in Lima Puluh Kota Regency, West Sumatera, Indonesia from 2003, I was appointed as an Architectural staff in Planning and budgeting Section there. Yes, I was graduated from Department of Architecture, Faculty of Engineering, University of Diponegoro, Semarang, Graduated in 2001. 

The first time I knew about this Non Job was in 2008, when my Head Department was dismissed from his position in early of the year, and he who was with high rank became ordinary staff like the other staff. At that time I thought it was unusual and uncommon, cause I thought that someone who capable and competence in his task was impossible to dismiss from his position. 

Year passed... between 2009-2012 so many official dismissed from their position...more than 100, I did not get the exact number... My self included in that number.

Until this day, I never know and never understand why I was dismissed from my position as Head of Spacial Planning at Public Work Department in September 2012. All the works provided by my superior have done well. And finally I was transferred to Environment Department, as Hygiene and Waste Staff. Yes...of course this field does not appropriate with my education background as architect. 

And this early 2013, there has been staff mutation or staff transfer in large numbers. Five staffs from Public Work Department have been transferred to other Department. Oddly, two staffs were peoples who have big role in the success of the works in their section.
